Are New Online Casinos Legal in Ireland?
Playing at these new online casinos is not an offence for an Irish player, and none of them is licensed in Ireland. The Gambling Regulatory Authority of Ireland opened the first licence applications on 5 February 2026 and began issuing licences on 1 July 2026, for remote betting only. Casino licensing has not commenced and no date has been announced, so every new casino here is regulated somewhere else or not visibly at all.
What the Gambling Regulation Act 2024 Established
The Gambling Regulation Act 2024 created the Authority and replaced a regime largely unchanged since 1931. It allows the regulator to licence operators, run a National Gambling Exclusion Register, restrict advertising and fine operators up to €20 million or 10 percent of turnover, with commencement staged rather than switched on at once.
- Commencement began on 5 February 2026, per the Department of Justice, opening the first applications.
- Credit-card gambling was prohibited the same day, so no operator should offer Irish players that route.

The common assumption is that an Irish casino site holds a Malta Gaming Authority licence. What Recourse an Irish Player Actually Has
Recourse at these new casinos follows the licence, and for most of this roster that means a regulator with no Irish presence and no duty to an Irish complainant. The Authority’s remit does not reach casinos it has not licensed, and the exclusion register opens only when the Act is fully commenced.
- Where a number verifies, a complaint can go to the issuing authority, true for three brands.
- Where the register carries no numbers, a player cannot show which licence covers the site they used.
